一 |     '농촌체류형 쉼터’ 외국인 계절근로자 숙소 활용 제도화 제안                   ▲성주군청 전경ⓒ성주구전화식 경북 성주군수는 26일 도내 22개 시장, 군수가 참석한 '민선9기 첫 경북시장군수협의회 정기회의'에서 ‘외국인 계절근로자 주거안정 확보를 위한 농지법 개정' 제안 및 관계부처 제도개선을 요청했다. 이날 전화식 군수는 “전국 농촌은 고령화와 인구감소로 외국인 계절근로자가 필수 인력으로 자리잡았으며, 특히, 우리 성주군은 외국인 계절근로자의 노동 비중이 급격히 증가하고 있으나, 최근 외국인 근로자 숙소기준이 강화되면서 기존 이동식 컨테이너 형태 숙소를 활용하기 어려워지는 등 농가 숙소 마련 부담이 커지고 있다”며 어려움을 토로했다. 이어 전 군수는 "농촌체류형 쉼터가 가설건축물 신고, 도로 접도, 소방시설 설치 등 일정한 안전기준을 갖춘 시설임에도 외국인 계절근로자의 숙소로는 활용할 수 없는 현행 제도에 현실적인 괴리가 있다​"고 지적하면서, "숙소 확보가 어려울 경우 농가의 비용 부담 증가 뿐만 아니라, 숙소 기준을 충족하지 못한 농가의 외국인 계절근로자 배정이 제한돼 농번기 인력난과 농가소득 감소로 이어질 수 있다"는 우려도 제기했다. 그러면서 전 군수는 "농지법 시행규칙 제3조의2에 단서를 신설해 법무부를 통해 적법하게 외국인 계절근로자를 고용한 농업인에 한해 근로계약 기간 동안 농촌체류형 쉼터를 계절근로자의 임시숙소로 사용할 수 있도록 허용건의와 함께, 농림축산식품부는 농촌체류형 쉼터의 외국인 계절근로자 숙소 활용 근거 마련을, 고용노동부는 외국인근로자 숙소 운영기준에 농촌체류형 쉼터를 포함하는 방안을, 법무부는 농촌체류형 쉼터를 외국인 계절근로자의 적법한 체류지로 등록할 수 있도록 관련 기준을 개선해 줄 것"을 강력 요청했다. 전화식 성주군수는 “현장의 여건을 고려하지 않은 일률적인 숙소 기준보다는 안전성을 확보하면서도 농가에게 현실적으로 도움을 줄 수 있는 제도적 대안이 필요하다"며, "앞으로도 군민에게 도움이 되는 사안에 대해서는 법령 개정을 통해서라도 개선하는 등 적극적이고, 실천하는 행정을 펼치겠다”고 의지를 밝혔다. 한편 성주군은 이번 제도 개선이 이뤄질 경우 외국인 계절근로자에게 적법하고 안전한 숙소를 제공해 주거환경과 인권을 보호하는 동시에 농번기 인력난 해소와 농업 생산성 향상에도 기여할 수 있을 것으로 기대하고 있으며, 무허가 컨테이너나 창고형 숙소를 적법한 시설로 전환해 농촌 현장의 법적 안정성을 높이는 효과도 있을 것으로 전망했다.。    Cocaine poisonings in Denmark have more than doubled in less than a last decade, a phenomenon ascribed to the extraordinary purity of the drug peddled at street level, Danish Radio reported.,In 2014, 229 people were treated for a cocaine poisoning, but in 2020, wholly 544 people had ingested cocaine that ended up poisoning them, according to the Danish Health and Medicines Authority.,Allan Bach, chief emergency physician the Central Jutland Region Hospital described the typical symptoms as motor restlessness, hallucinations, psychosis, paranoia and in worst cases even cardiac arrest.,Since 2015, the purity of cocaine – and thus the strength – has more than tripled from around 20 percent to 67 percent in 2021. The share of “fillers” has therefore dropped markedly.,“For a number of years, we have observed more samples of cocaine, where you really just get the drug completely undiluted from South America,” Christian Lindholst, head of department at the Department of Forensic Medicine at Aarhus University, told Danish Radio.,According to him, cocaine purity of similar levels was last measured in the early 90s. In addition to higher potency, it also leads to stronger addiction.,“From a health perspective, it is not so good that the drugs become cleaner, because we see a tendency for more young people to seek help to get out of a cocaine addiction.
